No Rules Broken In Foley Case

Jay Leno joked during his Tonight Show monologue on Friday night, “The House Ethics Committee released its report on Mark Foley. You know, the congressman who was hitting on the underage boy? Well, they found willful ignorance, but no rules were broken. They said the whole thing was proper according to the law. Huh? I mean, who was chairing this committee, Michael Jackson?”
